Project Background

What is a Comprehensive Plan?

The Comprehensive Plan is an overarching document which addresses a wide range of topics, building off prior and existing plans (including the City’s 2007 Comprehensive Plan) and studies, community engagement, residents’ lived experience, data, and much more. As defined by the American Planning Association, “the local comprehensive plan, sometimes referred to as the general plan or the master plan, is the foundational policy document for local governments. It establishes a framework to guide public and private decisions about future growth, preservation, and change within a municipality over the next 20 to 30 years. While the comprehensive plan has traditionally focused primarily on physical development, many contemporary comprehensive plans also discuss a wide range of economic, environmental, and social topics that affect the sustainability of a community.”

 

We hope all Mandeville residents, business owners and visitors will be involved in the planning process as it will analyze and create goals for a wide variety of topics. This includes land use and zoning, parks and recreation, economic development and business, environmental sustainability and hazard mitigation, community character and placemaking, historic preservation, infrastructure, transportation, housing and neighborhoods, art and culture, and health resources and active living.

Planning Commission & Steering Committee Leadership

The creation of a Comprehensive Plan requires community involvement and leadership at a variety of levels, including the Planning Commission, City staff, the Steering Committee and community members (see the following section for community engagement). The Planning Commission, comprised of seven members, will be the formal governing body leading the process. A Steering Committee, made up of 15 volunteers and serving for the duration of the plan creation, will support community engagement, data review, recommendations, goal setting, and much more. Both the Planning Commission and Steering Committee will integrate the results of community engagement activities into their work.
